A Certificate of Title is required for all types of vehicles driven or moved on the highways and roads of Nebraska, with the following exceptions:
- Vehicles owned by non-resident military members if the vehicle is currently titled in another state
- Vehicles owned by non-residents conducting business in this state if the vehicle is titled in another state (and registering as a non-resident)
- ATV’s sold new prior to January 1, 2004
- UTV's sold new prior to January 1, 2011
- Minibikes sold new prior to January 1, 2004
- Mopeds (with pedals)
- Snowmobiles
- Farm tractors
- Self-propelled equipment designed and used exclusively to carry and apply fertilizer, chemicals, or related products to agricultural soil and crops, agricultural floater-spreader implements, and other implements of husbandry designed for and used primarily for tilling the soil and harvesting crops or feeding livestock
- Power unit hay grinders or a combination which includes a power unit and hay grinder when operated without cargo
- Vehicles which run only on rails or tracks
- Off-road designed vehicles, not authorized by law for use on a highway (including golf car vehicles, go-carts, riding lawnmowers, garden tractors, and Electric Personal Assistive Devices)
- Road and general purpose construction and maintenance machinery not designed or used primarily for the transportation of persons or property (including ditching apparatus, asphalt spreaders, bucket loaders, leveling graders, earthmoving carryalls, power shovels, earthmoving equipment, crawler tractors, etc.)
- Bicycles (propelled solely by human power OR a device with fully operative pedals and an electic motor with a capacity not exceeding 750 watts producing no more than one brake horsepower with a maximum design speed of no more than 20 miles per hour)
- Trailers with a gross weight, including load, of 9000 pounds or less (utility trailers)
- Trailers used exclusively by farmers or ranchers to haul their own product from ranch storage or market
