Even Exchange Military Test Waiver

The Even Exchange Military Test Waiver allows eligible service members with qualifying military commercial motor vehicle experience to apply for a Commercial Driver’s License (CDL) without completing certain CDL skills and, in some cases, knowledge tests.

Service members who are currently licensed and who are or were employed in a military position requiring the operation of a military motor vehicle equivalent to a Commercial Motor Vehicle (CMV) may be eligible to waive the Vehicle Inspection, Basic Control Skills, and/or Road Test. Eligible applicants are not required to first obtain a Commercial Learner’s Permit (CLP) or complete Entry-Level Driver Training (ELDT) requirements when using the waiver.

Knowledge Test Waiver

Applicants with one of the following qualifying military occupational specialties or classifications may also be eligible to waive applicable CDL knowledge tests:

• U.S. Army
  • 88M – Motor Transport Operator
  • 92F – Fueler
  • 14T – Patriot Launching Station Operator
• U.S. Marine Corps
  • 3531 – Motor Vehicle Operator
• U.S. Navy
  • EO – Equipment Operator
• U.S. Air Force
  • 2TI – Vehicle Operator
  • 2FO – Fueler
  • 3E2 – Pavement and Construction Equipment Operator

Applicants seeking to waive knowledge testing must also provide proof of their military service record with either a DD Form 2 (Active-Duty Uniformed Services ID Card) or DD Form 214 (Certificate of Release or Discharge from Active Duty).

Endorsement Waivers

Eligible applicants may also qualify to:

• Waive skills and certain knowledge exams for the Passenger (P) endorsement
• Waive the knowledge exam for the Tank (N) endorsement

The School Bus (S) and Hazardous Materials (H) endorsements are not eligible for waiver.

Temporary Eligibility Extension

The eligibility period for the Even Exchange Military Test Waiver has been temporarily extended from one year (12 months) to two years (24 months). Eligible applicants may qualify if they meet program requirements and their qualifying military experience occurred within the previous two years (24 months).

How to Apply

All sections of the  Military Waiver form must be completed by the applicant and their commanding officer.

Download the Even Exchange Military Test Waiver or obtain a copy at any Nebraska Driver Licensing Office.

To complete the process, scan and email the completed waiver and required supporting documents to dmv.cdlcompliance@nebraska.gov. A DMV representative will review the documents and respond by email within three business days. If approved, the applicant will receive instructions to visit a Driver Licensing Office in person to apply for the CDL.
